Проект «Старший брат» направлен на социализацию и обеспечение досуговой деятельности подростков из малообеспеченных и многодетных семей путём проведения регулярных занятий в дружных спортивных коллективах, где им будут прививать привычки уважения к старшим и систематическим занятиям спортом.

There's also an English-language website, which states it is owned by the people who run the Telegram channels.
