Если по сути, то Кремль в последнее время решил больше уделять внимания муниципальному уровню власти. В будущем ожидается муниципальная реформа, новые законы, а сейчас запущена «школа мэров» (программа подготовки управленцев для муниципалитетов), проводятся форумы и т.д.
