Ранее поступало обращение от участника СВО из Бугульмы по вопросу получения технических средств реабилитации. Ветеран боевых действий получил тяжёлое ранение в зоне СВО, которое привело к потери зрения. На основании инвалидности участник СВО должен быть обеспечен мобильным телефоном с функцией невизуальной навигации. Неоднократное его обращение в Социальный фонд не привело к решению вопроса.

Был направлен депутатский запрос в отделение Социального фонда России по Республике Татарстан. В ответе СФР указано, что изначально данный вид технического средства реабилитации не был включён в перечень товаров, которые можно приобрести с использованием электронного сертификата. В сентябре 2025 года мобильный телефон с функцией невизуальной навигации появился в перечне товаров и СФР начал работу по заключению государственного контракта на его приобретение.
