Среднее образование у нас - обязательное. То есть - учащийся обязан его получить, а государство обязано его дать.

Несовершеннолетний до 14 лет вообще не несёт ответственности за свои действия. Потому что не может в полной мере осознать последствия своего поведения. Он ограниченно дееспособен. То есть и в том, что он не учится, или плохо ведёт себя в школе - виноват не он, а родители+ школа🤷♂
Это не я придумал. Такова юридическая логика отношения к несовершеннолетним.
