Министерство инфраструктуры сообщает, что исполнитель не выполнил обязательства, предусмотренные контрактом, в связи с этим договор был расторгнут. Теперь компания должна будет компенсировать убытки.
👉 Работы начались ещё в 2019 году и должны были завершиться в 2021, но сроки множество раз сдвигались. Против подрядчика несколько раз вводились штрафные санкции, а в конце мая текущего года его работники вышли на митинг из-за невыплаты заработной платы (подробнее ➡️здесь).
🤝 Планируется заключить новый договор, чтобы завершить проект до конца 2025.

In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. On February 27th, Durov posted that Channels were becoming a source of unverified information and that the company lacks the ability to check on their veracity. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. Either way, Durov says that he withdrew his resignation but that he was ousted from his company anyway. Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin. After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users.
