По его словам, консульства Украины отказываются предоставлять услуги собственным гражданам, выходцам из Донбасса, и направляют их в консульства России.
Такие случаи Зайцев назвал вопиющими для консульской практики.
«Разумеется, российские дипломаты по мере сил и правовых возможностей стараются им помочь, поскольку украинцы для нас не чужие», - сказал он.
