وأكدت الولايات المتحدة أن فرض هذه التعريفات على كندا والمكسيك يعود إلى تدفق غير مسبوق للمهاجرين غير الشرعيين من هاتين الدولتين، والذين – بحسب واشنطن – يشكلون تهديدًا لحياة المواطنين الأمريكيين.
