Mazkur qarordan koʻzlangan asosiy maqsad – elektr energiyasidan tejamkor va oqilona foydalanish, ayniqsa, qayta tiklanuvchi manbalardan, xususan quyosh panellaridan samarali foydalanish hisoblanadi.
