В 1941 году поступил в Украинский театральный институт, который во время войны был эвакуирован в Саратов и объединен там с московским ГИТИСом. В 1947 году Верник стал актером и режиссером театра «Московские литературные чтения», с 1958-го был принят режиссером на Всесоюзное радио, а спустя десять лет был назначен главным режиссером литературно-драматического вещания.
Под руководством Эмиля Верника было осуществлено более 200 радиопостановок, проводились двуязычные литературные вечера с советскими и зарубежными артистами. Кроме того, Верник преподавал в Школе-студии МХАТ и Институте повышения квалификации работников телевидения и радиовещания. Сыновья актеры — Игорь и Вадим Верники.
