Это старейший населенный пункт Сахалинской области. Официально датой основания Дуэ считается 1856 год, когда был создан Дуйский пост — первый военный постоянный на Сахалине. Первые годы он назывался просто Сахалинский пост. Потом он получил имя мыса Дуэ, который назвал Лаперуз в честь небольшого городка Дуэ, расположенным на севере Франции. В 1876 году в Дуэ была основана сахалинская каторга.
