یعنی بصورت خلاصه بخواهیم بگیم: حاکم نبودن #رویکرد_سیستمی(توضیح) خطای #فرض_عامل_هوشمند(توضیح) در سطح حاکمیت
اما علل العلل عقب افتادگی و گرایش به تکنیک های قدیمی (مثلا تکنیک تفتیش عقیده در گزینش و استخدام)چیه ؟!
