10 июня Госсовет КНР представил пакет из 10 новых инициатив в сфере социальной политики, направленных на решение насущных проблем населения.
Новый пакет охватывает четыре направления: усиление социальной защиты; повышение качества госуслуг и обеспечение равного доступа к ним; расширение форм образования, медицины и ухода за детьми и пожилыми, а также развитие локальных сервисов.
В документе подчеркивается приоритет равенства и доступности для всех категорий граждан — независимо от региона, рода занятий или статуса. Власти также обещают особое внимание малоимущим, мигрантам и работающим с использованием гибких форм занятости.
Отмечается, что за последние годы Китаю удалось вывести из нищеты 100 млн сельских жителей, создать крупнейшую в мире систему социального обеспечения, а средняя продолжительность жизни достигла 79 лет.

Telegram is certainly not the most secure messaging app on the market right now. Its security model requires users to place a great deal of trust in Telegram’s ability to protect user data. For some users, this may be good enough for now. For others, it may be wiser to move to a different platform for certain kinds of high-risk communications. In February 2014, the Ukrainian people ousted pro-Russian president Viktor Yanukovych, prompting Russia to invade and annex the Crimean peninsula. By the start of April, Pavel Durov had given his notice, with TechCrunch saying at the time that the CEO had resisted pressure to suppress pages criticizing the Russian government. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations.
