С 2003 по 2008 гг. — председатель образованного Государственного комитета Российской Федерации по контролю за оборотом наркотических средств и психотропных веществ (Госнаркоконтроль). Депутат Государственной думы РФ шестого созыва от КПРФ (с 2011 по 2016 год).
