Так мигранты в ХМАО не смогут работать в сферах здравоохранения, обеспечения электроэнергии, газа и пара, предоставлять финансовые услуги, кроме страхования и пенсионного обеспечения. Также запрет коснется предоставления услуг парикмахерскими, салонами красоты, ухода за детьми, ремонта бытовой техники, обуви и мебели.
