In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. "Markets were cheering this economic recovery and return to strong economic growth, but the cheers will turn to tears if the inflation outbreak pushes businesses and consumers to the brink of recession," he added. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," Maréchal said. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
