رحمت‌الله نبیل، رییس پیشین امنیت ملی می‌گوید که علایم متعددی نشان می‌دهد که در زمان مناسب، سراج‌الدین حقانی، وزیر داخله‌ی طالبان را با اندکی تفاوت‌ها به احمد الشرع/احمد جولانی افغانستان تبدیل خواهند کرد.
او این سخنان را در پیوند به اظهارات محمد جولانی، فرمانده «شورشیان» حاکم بر دمشق، مبنی بر عدم دشمنی با ایران گفته است.
آقای نبیل در حساب ایکس خود نگاشته است: «به نظر می‌رسد نفوذ فزاینده ایران در حلقه قندهار، همراه با تصمیم‌گیری‌های انحصارگرایانه این حلقه، برخی از قدرت‌های منطقه‌ای و فرامنطقه‌ای را به شدت نگران و حتی خشمگین کرده است.»
به گفته‌ی او، این تحول نه تنها به شرایط داخلی افغانستان، بلکه به آینده همسایه غربی این کشور و میزان توانایی آن در عبور از بحران‌ها و تلاطم‌های ناشی از شکل‌گیری نظم جدید خاورمیانه بستگی خواهد داشت.
رییس پیشین امنیت ملی در ادامه افزود: «آنچه در این میان اهمیت ویژه پیدا کرده، تغییر جایگاه افغانستان در معادلات منطقه‌ای است.»

The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. The War on Fakes channel has repeatedly attempted to push conspiracies that footage from Ukraine is somehow being falsified. One post on the channel from February 24 claimed without evidence that a widely viewed photo of a Ukrainian woman injured in an airstrike in the city of Chuhuiv was doctored and that the woman was seen in a different photo days later without injuries. The post, which has over 600,000 views, also baselessly claimed that the woman's blood was actually makeup or grape juice. "Like the bombing of the maternity ward in Mariupol," he said, "Even before it hits the news, you see the videos on the Telegram channels." At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public.
