Как раз это задачи ОДКБ. Любое правительство имеет право приглашать миротворцев не спрашивая Совета Безопасности ООН. Это внутреннее дело стран-участниц договора. Законная власть страны в лице президента запросила помощь у ОДКБ, воспользовавшись своим правом на это, согласно устава и договора о безопасности.
