Сейчас доля гарантированного содержания чиновников составляет примерно 40% в их зарплате, а премиальные – 60%. Новый закон устанавливает, что гарантированный оклад будет 70%, а премии – 30%.
Заявлено, что «закон направлен на совершенствование системы оплаты труда госслужащих и увеличение доли должностного оклада в структуре их денежного содержания». Обосновывается также, что это «позволит перейти от точечного регулирования вопросов оплаты труда в федеральных государственных органах, которая сложилась за последние годы, к системному регулированию с едиными правовыми подходами».
У ряда наблюдателей иная точка зрения. Во-первых, новый порядок начислений увеличивает как раз долю «гарантированного дохода», без привязки к премии, которая «то ли будет, то ли не будет».
