Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world.
