По документу, иноагентами будет можно признать тех, кто «находится под иностранным влиянием», в том числе «путем принуждения, убеждения» и занимается блогами, СМИ, политикой; и коммерческие компании, если их деятельность будет признана политической. Также иноагенты не смогут быть организаторами публичных мероприятий (митингов, шествий, пикетов).
