Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities. In 2018, Russia banned Telegram although it reversed the prohibition two years later. Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts.
