Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin.
