Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. Despite Telegram's origins, its approach to users' security has privacy advocates worried.
