Рост цен производителей отстаёт от роста потребительских цен, которые за те же 12 месяцев выросли на 8%.

Это значит, что в реальном выражении (после поправки на инфляцию) цены производителей падают (график 2).

Реальные цены производителей падают, когда в экономике наблюдаются проблемы. Особенно хорошо это видно по кризисам 1998, 2008 и 2015 годов. Нынешние проблемы в экономике индикатор тоже отражает.

Грубо: с продажами у производителей настолько плохо, что они не могут проиндексировать свои цены даже на уровень потребительской инфляции.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. "There are a lot of things that Telegram could have been doing this whole time. And they know exactly what they are and they've chosen not to do them. That's why I don't trust them," she said. The company maintains that it cannot act against individual or group chats, which are “private amongst their participants,” but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began.
