Обещали открыть 1 мая - не получилось. Перенесли открытие на день города Орла - тоже не получилось. А по каким причинам? Наверное, по всем нам известным - безответственность и бесхозяйственность орловских чиновников. Умудрились освоить 80 миллионов рублей и тут же забыли про свои обязанности.
