Ограничения обусловлены региональным законом об ограничении продажи крепких напитков, согласно которому на этот промежуток времени в магазинах действует тотальный запрет на продажу любого алкоголя вне зависимости от процентного содержания в нем этилового спирта. При этом запрет не действует на реализацию алкогольной продукции в заведениях общественного питания и магазинах беспошлинной торговли.
