دکتر ابراهیم طلایی، عضو هیئت‌علمی دانشگاه تربیت مدرس، در ادامۀ مجموعه‌گفت‌وگوهای «بازخوانی عملکرد ۴۰ساله نظام جمهوری اسلامی در آموزش‌وپرورش»، به چالش‌های نظام سنجش و ارزشیابی در کشور پرداخت:
ساختار و سازوکارهای نظام سنجش و ارزیابی فعلی، سطحی و مخرب و ضدیادگیری است و فقدان دانش و فناوری‌های نوین ارزیابی مانع تحقق سنجش اصیل است.
سنجش اگر بخواهد اهرم اصلاح آموزشی باشد باید بلافاصله بعد از سنجش، برنامه ارتقا داشته باشیم اما متأسفانه ما در کشور سنجش برای سنجش داریم. وقتی کارنامۀ بچه‌ها را ارائه می‌کنیم برای این است که پدر و مادر بهانه‌ای برای نقد فرزندشان پیدا کنند و مدرسه بهانه‌ای برای جواب دادن به والدین پیدا کند؛ بهبود و ارتقایی بر اساس آن رخ نمی‌دهد.

Either way, Durov says that he withdrew his resignation but that he was ousted from his company anyway. Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. Lastly, the web previews of t.me links have been given a new look, adding chat backgrounds and design elements from the fully-features Telegram Web client.
