Вместе с членом ЦИК России деканом факультета политологии МГУ профессором А.Ю.Шутовым, профессором кафедры истории истории и теории политики МГУ И.И.Кузнецовым, председателем Избирательной комиссии Воронежской области И.С.Ивановым принял участие в работе Первого форума по гражданско-патриотическому воспитанию молодежи «Выбирай своё завтра», организованного региональной Избирательной комиссией. 150 студентов из 11 вузов Воронежской области три дня будут заняты лекциями, практическими занятиям и мастер-классами, деловыми играми, дебатами и тренингами, направленными на правовое просвещение и повышение электоральной и гражданской активности молодежи. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change. Some people used the platform to organize ahead of the storming of the U.S. Capitol in January 2021, and last month Senator Mark Warner sent a letter to Durov urging him to curb Russian information operations on Telegram. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices.
