Родился 25 июля 1946 года в селе Кижинга Кижингинского района Бурят-Монгольской АССР (ныне Республика Бурятия).
Автор мемориальных досок более чем в 50 городах, в том числе в Москве, Санкт-Петербурге, Лондоне. Архитектор многих памятников в России, Европе и США.
Среди известных работ Бухаева — памятник Анне Ахматовой, мемориал «Партизанская слава», а также «Чижик-Пыжик», «Нос майора Ковалёва» (совместно с Резо Габриадзе), памятник Чернобыльской катастрофе (Санкт-Петербург). Живёт и работает в Санкт-Петербурге.
