22 января 1863 в Варшаве был провозглашён Манифест Временной Народной Рады, который призвал всех граждан бывшей Речи Посполитой принять участие в борьбе за восстановление государства в границах 1772.
Вслед за манифестом, 1 февраля 1863 было провозглашено Временное правительство Литвы и Беларуси, и на территориях последних началось восстание против Российской империи 1863-1864.
