In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
