Ещё раз. Я не вижу чтоб армия и ее служащие были инициаторами изменений. То что я слышу с интервью в целом можно описать так - все делается вопреки системе. Т.е. армия в находящиеся в войне три года не стала самостоятельным субъектом. Военных могут только использовать как силу в после военном периоде
