Дело в том, что The British Council признали нежелательной в России, поэтому действует простое правило: денюжку на счёт этой компании перевёл = нежелательную организацию спонсировал.
Привет, штраф и уголовная ответственность.
Но бояться сдавать сам тест IELTS не надо: есть и другие организации, которые принимают этот экзамен.
