Члены участковой комиссии № 584 отказались выдать избирателю бумажный бюллетень, который в качестве причины указал отсутствие у него сведений о том, что на «бумагу» надо записываться заранее.

«Правовые основания для голосования с использованием бюллетеня, изготовленного на бумажном носителе — отсутствуют», — ответила ему комиссия.
