По его мнению, нарушителей, которые в обход правил будут садиться туда, нужно привлекать к административной ответственности:

Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? He adds: "Telegram has become my primary news source."
