Mazkur tashabbus orqali davlatimiz tomonidan aholining ijtimoiy himoyaga muhtoj qatlamini qo‘llab-quvvatlash, shuningdek, isitish mavsumi oldidan ularga yengillik yaratish maqsad qilingan.
