In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. At this point, however, Durov had already been working on Telegram with his brother, and further planned a mobile-first social network with an explicit focus on anti-censorship. Later in April, he told TechCrunch that he had left Russia and had โno plans to go back,โ saying that the nation was currently โincompatible with internet business at the moment.โ He added later that he was looking for a country that matched his libertarian ideals to base his next startup. And while money initially moved into stocks in the morning, capital moved out of safe-haven assets. The price of the 10-year Treasury note fell Friday, sending its yield up to 2% from a March closing low of 1.73%. Despite Telegram's origins, its approach to users' security has privacy advocates worried.
