بناءً على توجيهات السيد رئيس الهيئة، يُعلن عن إيقاف عمليات التجنيد لصالح الحركات المسلحة بشكل فوري، وذلك اعتبارًا من تاريخ اليوم الموافق 7/3/2025م. ويقتصر التجنيد حصريًّا على صفوف القوات المسلحة النظامية.
يرجى اتخاذ الإجراءات اللازمة حيال هذا القرار، مع ضرورة التنفيذ الفوري والتكرم بالعلم.

In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. "Like the bombing of the maternity ward in Mariupol," he said, "Even before it hits the news, you see the videos on the Telegram channels." On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change.
