Department of Defense. (1991, February 15). Department of Defense civil disturbance plan β€œGARDEN PLOT.” Washington, D.C.: Headquarters, Department of the Army. Retrieved from https://www.governmentattic.org/2docs/USArmyCivilDisturbPlanGardenPlot_1991.pdf

The February 15, 1991 version updates the plan under the Director of Military Support after the Goldwater-Nichols Act of 1986. It creates a unified framework for all military branches to aid civil authorities during unrest or emergencies. The plan outlines roles for the Attorney General, FBI, U.S. Coast Guard, and commands such as CINCFOR, USCINCPAC, and USCINCTRANS. It adds guidance on logistics, intelligence, communications, and coordination in counterterrorism cases. The document shifts focus from riot control to an integrated national response, with annexes on protecting federal property and funding. It was unclassified and stayed in use until replaced after 9/11 by CONPLAN 2502 and 3502 under U.S. Northern Command.

Telegram | DID YOU KNOW?

Date: |

Oh no. There’s a certain degree of myth-making around what exactly went on, so take everything that follows lightly. Telegram was originally launched as a side project by the Durov brothers, with Nikolai handling the coding and Pavel as CEO, while both were at VK. Friday’s performance was part of a larger shift. For the week, the Dow, S&P 500 and Nasdaq fell 2%, 2.9%, and 3.5%, respectively. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. Soloviev also promoted the channel in a post he shared on his own Telegram, which has 580,000 followers. The post recommended his viewers subscribe to "War on Fakes" in a time of fake news. Multiple pro-Kremlin media figures circulated the post's false claims, including prominent Russian journalist Vladimir Soloviev and the state-controlled Russian outlet RT, according to the DFR Lab's report.
