Трамваї мають бути укомплектовані приладами автоматизованої системи оплати проїзду та системи аудіо і цифрового інформування пасажирів, пандусами для забезпечення доступності, додатковими ліхтарями тощо. Також трамваї мають отримати українську сертифікацію та пройти випробування. Паралельно проводять навчання для водіїв.
