Следствием установлено, что в 2018 году ФГБУ заключило с ООО «Стройидеал» многомиллионный государственный контракт на выполнение работ по ремонту сетей холодного водоснабжения военного городка в Саратовской области. В 2019 году Бурлакова, злоупотребляя своими полномочиями, осуществила приемку работ ненадлежащего качества, что повлекло за собой свыше 10 аварий на объектах водоснабжения городка и причинение имущественного вреда государству на общую сумму более 27 млн рублей.
