According to Telegram’s founder, the new development merges blockchain and AI technologies. It will first appear in Telegram’s mini-app ecosystem.
Durov also reminded the audience that Kazakhstan was the location of Telegram’s first regional office:
“We are launching a joint project between Telegram and Kazakhstan’s supercomputing cluster, initiated by the Ministry of Artificial Intelligence. This technology will allow over a billion people to use AI functions confidentially, transparently, and efficiently. We hope Kazakhstan’s cluster becomes the first major provider of computing power for this network.”

On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. And indeed, volatility has been a hallmark of the market environment so far in 2022, with the S&P 500 still down more than 10% for the year-to-date after first sliding into a correction last month. The CBOE Volatility Index, or VIX, has held at a lofty level of more than 30. Telegram users are able to send files of any type up to 2GB each and access them from any device, with no limit on cloud storage, which has made downloading files more popular on the platform. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers.
