Помимо прочего, по данным "Коммерсанта", "монополия [РЖД] должна дать скидку в 12,8% на экспорт угля на запад и на юг и вернуть понижающие коэффициенты в 0,4 на дальность и 0,895 для энергетического угля на срок с 1 мая по 31 декабря. Минфин должен обеспечить ОАО РЖД компенсацию этих льгот, сказано в письме". Компенсацию соответствующих недополученных сумм выручки (из-за льгот) РЖД получит, судя по всему, из государственного бюджета.
