« ماکیاولی بر اثر مطالعه و تجربه دریافته بود که سیاست باید علم مستقل باشد و اینک در گفتار ها این علم را پایه ریزی می کند. وی برای اینکه علم سیاست را بر شالوده هرچه استوارتر مستقر سازد در تاسیس آن از روش علوم طبیعی یعنی روش استقرا به کار می برد. #علوم_طبیعی از طریق استقرا ،به قوانینی دست می یابند که با یاری گرفتن از آنها می‌توان در رویدادهای طبیعی اثر بخشید و بر آنها چیره گردید و علم سیاست از همان طریق ، قوانینی را کشف می‌کند که با استفاده از آنها می تواند رویدادهایی که در جامعه انسانی به به وقوع می پیوندند موثر واقع شد برای عالم علم سیاست رفتار اجتماعی آدمی آن ماده اولیه است که کمانی که استعداد و فهم سیاسی دارد می‌تواند در آن اثر بخشد و هر صورتی را که می‌خواهد بآن ببخشد.
