«طرح سلام» نقشه‌راه توانمندسازی کودکان و نوجوانانِ تحت پوشش است: مدرسه به کانون توسعه محله در ساعات غیرآموزشی تبدیل می‌شود، با تکیه بر سرمایه‌های اجتماعیِ هر محله؛ این طرح تا امروز در حدود ۱۵ استان اجرا شده و هدفش عبور از مستمری‌پردازی به فرصت‌آفرینی و مهارت‌آموزی است. بهزیستی اکنون از ۲۵۶هزار کودک حمایت می‌کند و مسیر جدید را بر عدالت آموزشی و مهارت‌محوری بنا گذاشته است.
