Версий было много: и что это постановка для "понравиться народу" и реальное видео с проявлением "новой искренности" и тд и тп.
Мне же кажется более вероятной версия, высказанная коллегой Сергеем Старовойтовым - что мы наблюдаем проявление нервного срыва. В пользу этой версии говорит и мизансцена, и весь контекст ситуации вокруг губернатора Самарской области.
Но главная недоработка того видео и вообще той ситуации на мой взгляд - это сам мат губернатора на публике, высказанный в адрес другого чиновника.
Для кого-то использование мата вполне органично. Но его не случайно называют "сниженной лексикой". Ее использование символически снижает статус использующего, а в данном случае еще и власти как таковой. Ну и это еще демонстрация далеко не самого лучшего образца культуры коммуникации.
